Repaying Dutch healthcare benefit (zorgtoeslag): how the payment plan works
If you receive a letter saying you must repay healthcare benefit (zorgtoeslag), it is often a sizeable amount. Dienst Toeslagen then offers a payment plan. Here is how that works.

Why do you have to repay?
If your income shows you received too much healthcare benefit, Dienst Toeslagen recalculates your benefit and reclaims the difference.
A different office from the tax authority
Dienst Toeslagen collects benefit debts itself. A payment plan for your taxes therefore does not cover your benefit. If you owe both, you make two separate arrangements.
The standard payment plan
Dienst Toeslagen in principle offers a payment plan of up to 24 months without further investigation.
Monthly amount too high? A personal plan
If the standard plan is not feasible for you, you can ask for a personal payment plan. It is based on what you can really pay and also runs for up to 24 months. You then state in writing that the standard plan is not feasible for you.
If you cannot pay anything at all, Dienst Toeslagen will tell you it is taking no collection measures for that debt.
Payment period already over?
Even if the payment period in the reclaim letter has passed, you can still get a 24-month payment plan. Dienst Toeslagen may refuse a plan if the interest of collection opposes it.
Remission is not possible
Remission of a benefit debt is not possible. A payment plan is the way.
